The international rule of law and economic order, as it was shaped after World War II and strengthened after the Cold War, is a thing of the past. Canadian Prime Minister Mark Carney, in his now famous speech at the 56th World Economic Forum in Davos, spoke of a “rupture” with the past and not just  transitional period in the international system, and urged US allies to take matters into their own hands.
