Turkey is moving slowly and methodically in its developing relations with Libya so as not to disrupt the delicate balance it has achieved with the United States, as is evident from the memorandum of understanding signed on Wednesday between Libya’s National Oil Corporation (NOC) and the Turkish Petroleum Corporation (TPAO) in Istanbul.
