The Environment Ministry is preparing to revive the long-frozen building rights transfer system, with a study proposing modest density increases of 0.2–0.4 in 83 municipal zones nationwide. The framework is expected by 2027 and will initially rely on existing titles issued between 1979 and 2007, covering about 430,000 square meters.
